I was there a few times in January. Weekdays are somewhat depressing, no conventions in town, not many people, and the people who are there are not exactly cream of the crop. Weekends are a different story, the vibe is back and aside from the masks and plastic dividers, it seems like the same old Vegas. Then again, my last trip was Super Bowl weekend, and it actually was the same old Vegas, so not sure how things will be on weekends going forward. You get used to dividers pretty quickly, and I don't think they are show-stoppers. I love winter golf in Vegas, so no difference there. In summary, i would certainly take the trip, if you really enjoy Vegas and all it has to offer. If you're into fine dining, most places are open and once you are seated you'll forgot we're in a pandemic. If you are a lukewarm Vegas enthusiast, even in good times, i would probably stay home and wait for things to get better.
